Baby birds when fresh out of the shell do not have feathers. They would just have skin. They open their eyes when they are around 10 days old.

Thereafter, pin feathers start coming out after few days. This is the usual stage to fit leg bands.

Pin feathers open up like a flower out of the bud. This is the stage when the color start showing up.
When the baby is around 3 weeks old, people start handfeeding. It is advisable to leave the babies with parents as much as possible for the baby to get sufficient nutrients from the parents feeding.

At around 5 weeks, babies try to come out of the nest. They should not be separated from the parents until 2 more weeks.

This is the typical cycle. Depending on the species of the bird, the length of time in each stage could differ.
